Help Develop the Community’s Priorities for Walking

Public involvement and input are essential to the success of the of the *Regional Pedestrian Plan.* As a result, the Lawrence-Douglas County Metropolitan Planning Organization (MPO), in coordination with the City of Lawrence, City of Eudora, and City of Baldwin City has launched an online survey. A link to the survey is available on the MPO webpage at www.lawrenceks.org/mpo/PedPlan/survey now through April 25. Public participation in the survey will help the study team better define priorities in the region.

In addition, the MPO staff will be present at the following community events to collect input from the public:
-Wednesday, March 25 before and after the Safe Routes for All Town Hall from 6:30 -9:30 p.m. at Liberty Hall (644 Massachusetts St.) in Lawrence.
-Saturday, March 28 at the Eudora Health & Bicycle Fair from 10:00am-1:00pm at the Eudora Police & Fire Station (840 Main St.) in Eudora.
-Saturday, April 18 at the Baldwin City Community Wellness Festival from 9:00am – 12:00pm at the Collins Sports & Convention Center (524 6th St.) in Baldwin City.

The input collected will be blended with the sidewalk and ADA ramp inventories to draft new or revised policies, programs and projects designed to make Douglas County more Pedestrian/Walk Friendly with consideration to the 5 E’s (Engineering, Education, Encouragement, Enforcement and Evaluation). The plan will identify action steps for
Lawrence, Eudora and Baldwin City to continue integrating pedestrian planning into community and transportation planning processes.

Annual Meeting – PNA board elections & neighborhood plan update process

pna logoSaturday February 21 (10:00 am –  Bert Nash/Lawrence-Douglas County Health Dept. @ 200 Maine St. – lower level meeting room) will be the Pinckney Neighborhood Association’s annual meeting and election of two of the four board positions – President and Treasurer – for two year terms. PNA is a gathering of all interested Pinckney residents who volunteer their time to improve the quality of life in Pinckney. We do so by staying up to date on issues affecting the neighborhood and providing that information to residents through newsletters, website and facebook posts, and emails. PNA also provides a voice for the neighborhood concerns to City officials, local businesses and organizations. Anyone interested in serving as the PNA president or treasurer is encouraged to come to Saturday’s meeting and put your hat into the ring. We will discuss upcoming issues and make plans for the coming year.

This Saturday we will also discuss updating the Pinckney Neighborhood Plan, which was last revised in 1978! Bonnie Johnson, Associate Professor of Urban Planning at KU, will describer her recent work with the Brookside Neighborhood to update their neighborhood plan. Neighborhood plans serve as the basis for City officials as they consider improvements and requests for zoning changes and approval of development plans. Because Pinckney’s plan was last revised in the mid-’70s, it is out-of-sync with current development.

Please plan to attend the PNA 2015 annual meeting on February 21st to join your neighbors in keeping Pinckney a great place to live.

At this month’s PNA meeting we will spend a few minutes discussing potential benefits and impacts this project might have on the neighborhood.

Rezoning Request for 345 Florida: We will also discuss a zoning request that has been submitted to changes the building density for a plot of land at 4th and Florida. Meeting to discuss proposed new Police Headquarters on McDonald Drive – Sept. 20th

PNA Meeting – Sat. Sept. 20 – 10:00 a.m. – Lawrence Memorial Hospital – Room D-North

PNA’s September 20th meeting will focus on answering any questions you have about the proposed new Police Headquarters to be built north of 2nd Street on McDonald Drive on the western border of Pinckney Neighborhood. The general election in November will include a question on the ballot asking for approval of a bond issuance to pay for the new facility. Police Chief Tarik Khatib and City Commissioners Bob Schumm and Dr. Terry Riordan will be in attendance.

The proposal includes purchase by the City of a large plot of land along McDonald Drive stretching from the toll plaza to the north to the Lawrence School District office complex to the south, and from McDonald Drive on the west to the property line with houses/apartments on the east. This property is currently owned by Hallmark. The City has entered into a letter agreement with Hallmark to purchase the property if the bond issue passes. The City also proposes to use/sell portions of that property that are not needed for the Police HQ. We have been assured by the City that no decisions have been made regarding the use of the property not needed for the Police HQ, but several options are under consideration, including a vehicle maintenance/parking facility for the Lawrence School District, a family fun center proposed by a local entrepreneur, and a baseball field to replace Woody Park so that Woody Park’s current location can be turned into parking for Lawrence Memorial Hospital. Karen Shumate, COO for LMH, and Janice Early, Community Relations Director for LMH, will be on hand to take your questions about LMH parking and other issues.

The PNA meeting will start at 10:00 a.m. on Sat. Sept. 20th, with a brief general business meeting, followed at 11:00 a.m. with the question and answer session with City and LMH officials about the proposed Police HQ and related issues.

Please pass this information on to others who live in the neighborhood!
